Effective June 2013 - New pink and white refuse permits have been mailed out with the 2013 Property Tax Statements to all residents that have a home or cottage on their property.  This permit is required to access both the Clandeboye and Earl Grey Landfills.  These passes have property Roll Numbers assigned to them for identification purposes.  If you do not have this permit, access will be denied.  If you lose your permit, there will be a replacement charge of $10.00.  If you require a second permit, one can be obtained for a cost of $10.  These permits come into effect immediately so please dispose of your old yellow permits.
 
Residents of the northern part of the Municipality also have free access to the Village of Dunnottar Landfill on Whytewold Road but must obtain a Landfill Pass directly from their Municipal Office which is located at 44 Whytewold Road.  These passes remain un-changed.
 
 
Earl Grey Landfill
(Location: Take Donald Road west to Highway #8 and continue across #8 one more mile to Earl Grey Road then turn 1/2 mile south on Earl Grey Road)

Both landfills will be closed on Christmas Day, Boxing Day, New Years Day, Good Friday, Easter Sunday, Louis Riel Day and on Remembrance Day it is open at noon.
 
* RESIDENTS WHO RESIDE IN THE NORTHERN PART OF THE MUNICIPALITY ALSO HAVE FREE ACCESS TO THE VILLAGE OF DUNNOTTAR LANDFILL SITE ON WHYTEWOLD ROAD BUT MUST OBTAIN A LANDFILL PASS DIRECTLY FROM THEIR MUNICIPAL OFFICE WHICH IS LOCATED AT 44 WHYTEWOLD ROAD.
 
There are charges as follows, at both the Earl Grey and Clandeboye Landfills, to have the freon removed from the following items:
 
$10 FOR FRIDGES AND FREEZERS
 
$5 FOR WATER COOLERS AND AIR CONDITIONERS
  
TIPPING FEES
 
Prepaid tipping punch cards will be required for payment at all Municipal Nuisance grounds. Fees over $500.00 can be invoiced providing prior arrangements have been made with the office of the Rural Municipality of St. Andrews.
 
Prepaid tipping cards can be purchased by cash or cheque at the office of the Rural Municipality of St. Andrews. Tipping fee punch cards can also be ordered from the office and tipping fee punch cards will be delivered through the mail once payment has been received.
 
For Commercial haulers who wish to set up a charge account, a contractual agreement can be negotiated and entered into between the hauler and the Rural Municipality of St. Andrews. The contractual agreement requires a deposit of $500.00.
 
All Commercial Refuse Haulers must maintain a business license in accordance with the current Business License By-Law, or the hauler will be refused to unload.  A copy of the license must be presented to the Landfill Custodian upon unloading.  Providing proof of the business license will be required by the Custodians and arrangement for payments previous to any unloading.

Regulations for Depositing of Certain Items at the Clandeboye and Earl Grey Landfills:
  • DEMOLISHED BUILDINGS - When someone brings in a demolished building, everything must be separated. The custodian must also have a Cat come in so arrangements have to be made with him. This is best done on a Saturday or Sunday.
  • PAINTS - Will take Latex paint cans but not Oil based. All paint cans must be empty so please dry out first.  If oil cans are empty, then he will take. Will not take turpentine or solvents either.
  • OIL - Used oil has to be in gallons. If oil is contaminated with antifreeze will not take. Eco-centre at the landfills close at 4:00 p.m.
  • FRIDGES - The Earl Grey and Clandeboye Landfill will both accept fridges. Residents must have the freon removed with a certificate verifying so but if the freon has not been removed, the custodians will accept the fridge but a fee of $10.00 will be charged so that they can have someone remove the freon for them

HOUSEHOLD HAZARDOUS WASTE COLLECTION DEPOT (511 ROBINSON AVENUE IN SELKIRK)

Responsible Electronics Recycling (RER) has been approved as a Household Hazardous Waste (HHW) Collection Depot.  Beginning November 1, 2012, the 511 Robinson Avenue (Selkirk) location of RER will accept residential generated HHW materials such as paints, fluorescent lamps, household cleaners, pesticides, stains and aerosol cans during normal business hours.  For a complete list of accepted materials, please visit Product Care at http://www.productcare.org/manitoba-accepted-products-hhw.

The HHW program has been long awaited by most area residents as it eliminates the requirement to wait for the 'one day a year' event held at the Selkirk Transfer Station.  Please ensure that you bring your HHW in proper (original) containers or it may be refused.  Please note that some conditions do apply such as unmarked or damaged containers or containers with unidentifiable contents cannot be accepted and there are limits to the amount of product delivered per visit.  If you are not sure if your HHW is program eligible, please call ahead and speak with Candi or Aaron at 204-482-2111 or visit them at 511 Robinson Avenue for further details.
