Local Residents - Waste Disposal

The R.M. of St. Andrews has recycling depots at the following locations:

  1. HARRY'S FOODS (5571 Highway #9 – St. Andrews)
  2. DAWSON ENTERPRISES (Corner Highway #9 and #27 - St. Andrews)
  3. EARL GREY LANDFILL (Earl Grey Road – St. Andrews)
  4. CLANDEBOYE LANDFILL (Bell Road – Clandeboye)
  5. SOUTH ST. ANDREWS FIRE HALL (5610 Highway #9)

The following recyclables are accepted at all locations unless otherwise stated:

  • Newsprint – including daily and weekly newspapers, community newspapers and TV listing inserts. [Guidelines: paper must be clean and dry, loose or bundled, and not packed in plastic bags.]
  • Magazines
  • Mixed Paper – including full colour glossy paper, white paper, envelopes, misc. sheet paper, office paper, fax paper and phone books. [(Guidelines: this does not include facial tissue or paper towel.]
  • Glass Jars & Bottles – including all clear and coloured glass containers. [Guidelines: not including window glass, broken containers, ceramics, drinking glasses, china, mirrors or light bulbs. Remove lids and rinse containers.]
  • Box Board – including cereal boxes, facial tissue boxes, corugated cardboard, soap boxes, rinsed milk cartons, cardboard egg cartons, wrapping paper tubes, toilet paper tubes, etc. [Guidelines: break down and flatten boxes, and remove any plastic liners. Cardboard must be clean and dry, and paper other than newsprint can be mixed together. Do not include tetra paks (drinking boxes).]
  • PET Plastic (#1 Plastics) – including all plastics with the #1 recycling number such as plastic soft drink and liquor bottles (with plastic caps removed).
  • High Density Plastic (#2 Plastics) – including all plastics with the #2 recycling number. Acceptable jugs include javex, water, soap, shampoo, cooking oil, motor oil, antifreeze, juice, vinegar, etc. [Guidelines: be sure containers are completely empty.]
  • Metal/Tin – including metal/tin food cans and ends, and jar lids. [Guidelines: rinse cans to remove food residue.]
  • Aluminum – including aluminum soft drink and beer cans. [Guidelines: do not include aerosol cans, aluminum foil, pie plates or hangers.]
  • Polycoat – including gable top milk and juice cartons. [Guidelines: do not include tetra pac (drinking boxes).]

OIL RECYCLING

Both the Earl Grey and Clandeboye Landfills have Eco-Centres which accept used oil, oil filters and oil containers.

Both Eco-Centres will be open daily (on regular open landfill days) until 4:00 p.m.

CRITERIA FOR USED OIL PRODUCTS

OIL: Any petroleum or synthetic crankcase oil, engine oil, hydraulic fluid, transmission fluid or other fluid used for lubricating purposes in machinery or equipment.

OIL FILTERS: Any spin-on or element style oil filter that is used in hydraulic, transmission or internal combustion engine applications and includes a diesel fuel filter but does not include a gasoline fuel filter.

CONTAINERS: A container with a capacity of less than 30 litres that is manufactured to hold oil.

HOW TO RECYCLE YOUR USED OIL, FILTERS AND CONTAINERS

  1. Collect used oil from your vehicle, lawnmower, farm equipment or other machinery and place in its original container.
  2. Do not contaminate the oil with other liquids. Solvents, paint thinner, bleaches,
    antifreeze, gasoline, PCBs, household chemicals, insecticides, herbicides, pesticides, grease or water are not accepted. Recycle centre staff have information on where to take contaminated oil.
  3. Collect your used oil filters and containers, and place the filters in a clean container.
  4. Return your used oil products to the nearest recycle centre during operating hours.

REGULATIONS FOR DEPOSITING OF CERTAIN ITEMS AT THE CLANDEBOYE AND EARL GREY LANDFILLS:

  • DEMOLISHED BUILDINGS - When someone brings in a demolished building, everything must be separated. The custodian must also have a Cat come in so arrangements have to be made with him. This is best done on a Saturday of Sunday.
  • PAINTS - Will take Latex paint cans but not Oil based. If oil cans are empty, then he will take. Will not take turpentine or solvents either. You may contact Environment at 785-5030 to see where oil based paint cans be taken or solvents may be taken to Miller Environmental in Winnipeg (Phone: 925-9600).
  • OIL - Used oil has to be in gallons. If oil is contaminated with antifreeze will not take. Eco-centre at the landfills close at 4:00 p.m.
  • FRIDGES - The Earl Grey and Clandeboye Landfill will both accept fridges. Residents must have the freon removed with a certificate verifying so but if the freon has not been removed, the custodians will accept the fridge but a fee of $10.00 will be charged so that they can have someone remove the freon for them.

***2010 - Yellow landfill passes are required to access these landfills.  All residents who reside in the municipality were provided a new YELLOW PASS with the 2010 property tax statements.  Only one pass is provided per family.  Please remember yours or you will be refused access to the landfills.

EARL GREY LANDFILL
(Location:  Take Donald Road west to Highway #8 and continue across #8 one more mile to Earl Grey Road then turn 1/2 mile south on Earl Grey Road)

NO TRAILERS OR LOADED TRUCKS MAY ENTER LANDFILL 15 MINUTES PRIOR TO CLOSING.

Monday - Closed
Tuesday - 9 a.m. - 5 p.m.
Wednesday - 9 a.m. - 5 p.m.
Thursday - Closed

Saturday - 9 a.m. - 5 p.m.

CLANDEBOYE LANDFILL
(Location:  1/4 mile off Highway #9 on Bell Road [Road 83N] in Clandeboye)

NO TRAILERS OR LOADED TRUCKS MAY ENTER LANDFILL 15 MINUTES PRIOR TO CLOSING.

Sunday - 9 a.m. - 5 p.m.
Monday - 9 a.m. - 5 p.m.
Tuesday - Closed
Wednesday - Closed
Thursday - 9 a.m. - 5 p.m.
Friday - 9 a.m. - 5 p.m.
Saturday - 9 a.m. - 5 p.m.

Summer Operating Hours (May 1 – September 30)
Sunday - 9 a.m. - 5 p.m.
Monday - 9 a.m. - 6 p.m.
Tuesday - Closed
Wednesday - Closed
Thursday - 9 a.m. - 8 p.m.
Friday - 9 a.m. - 6 p.m.
Saturday - 9 a.m. - 6 p.m.

Both landfills will be closed on Christmas Day, Boxing Day, New Years Day, Good Friday, Easter Sunday, Remembrance Day - open at noon and Louis Riel Day.

There are charges as follows, at both landfills, to have the freon removed from the following items:

$10 FOR FRIDGES AND FREEZERS

$5 FOR WATER COOLERS AND AIR CONDITIONERS

TIPPING FEES

Prepaid tipping punch cards will be required for payment at all Municipal Nuisance grounds.  Fees over $500.00 can be invoiced providing prior arrangements have been made with the office of the Rural Municipality of St. Andrews.

Prepaid tipping cards can be purchased by cash or cheque at the office of the Rural Municipality of St. Andrews.  Tipping fee punch cards can also be ordered from the office and tipping fee punch cards will be delivered through the mail once payment has been received.

For Commerical haulers who wish to set up a charge account, a contractual agreement can be negotiated and entered into between the hauler and the Rural Municipality of St. Andrews.  The contractual agreement requires a deposit of $500.00.

SELKIRK AND DISTRICT FREECYCLE

Selkirk Freecycle group is open to all who want to "recycle" that special something rather than throw it away.  Whether it's a chair, a fax machine, piano or an old door, feel free to post it.  Or maybe you're looking to acquire something yourself!  Nonprofit groups are also welcome to participate too!

One main rule: everything posted must be free.  This group is part of The Freecycle Network, a nonprofit organization and a movement of people interested in keeping good stuff out of landfills.

To date we have 115 members from the Triple S District and have found new homes for:  swing sets, dressers, computers and many other items.
