The R.M. of St. Andrews and the Red River Planning District have partnered with Cloudpermit to streamline the permit process. This online platform allows you to apply for both municipal permits (Lot Grade, Private Approach, etc.) and building permits in one convenient place.

Lot Grade Permits
When building a home, you must apply for a Lot Grade Permit from the Municipality to ensure proper elevation and drainage.
Fees:
Residential & Agricultural: $500.00 permit + $2,500 refundable damage deposit
Commercial & Industrial: $500.00 permit + $10,000 refundable damage deposit
In designated flood areas, the Province establishes the lot grade. In these cases, the $500 fee is waived, but the deposit still applies.

Private Approach Permits
A Private Approach Permit is required for any new driveway or access point to your property.
Fees:
$150.00 permit + $350.00 refundable damage deposit
Note: You are responsible for purchasing and installing culverts. The Municipality does not sell culverts or install approaches.

Civic Address Signs
To order a civic address sign, submit a request through the Service Request Portal under Public Works → Civic Sign Request.
Cost: $40.00 (includes installation by Municipal staff)
