Utility Accounts

  • Utility Accounts are due and payable when rendered and subject to a 1.25% penalty. 
  • Payment Options are as outlined below.
**Information for Residents Who Are Hooked Up to the Sewer System and Have Sold Their Property
If you are connected to the sewer system and have sold your property, you will need to contact the RM Office prior to moving with the following information so that a final bill can be sent to you and to set up the property with the new owner information. We require: Possession Date, Final Meter Read, Forwarding Address/Contact Information.


PAYMENT OPTIONS

There are a number of ways to pay your quarterly utility bill.

1.  MAIL

Mail a cheque payable to the R.M. of St. Andrews together with the bottom stub portion of the utility bill to:

Note: Please write your account number on the cheque and ensure your envelope is post marked before the due date. Postdated cheques are welcome.

2.  IN PERSON AT 500 RAILWAY AVENUE IN CLANDEBOYE

Payment can be made at the Municipal Office located at 500 Railway Avenue in Clandeboye. We accept cash, cheque and debit. Credit cards are not accepted.

3.  ON-LINE (Ensure payment is made 5 days BEFORE due date):

Set up a payment option for utility bills with your financial institution. To do this, you must access your existing online bill payment system through your financial institutions website. Please be sure to allow at least 5 business days for processing payment. On your financial institutions website go to:

  1. Pay Bills
  2. Manage Payees
  3. Add Payee
  4. Search the words SSA South St Andrews Wastewater

Use your Roll Number as the account number. The account number must be a total of 9 digits.  

For example:

If you have a account no. with 4 digits such as 1917 - you would enter 191700000 

If you have a account no. with 5 digits such as 43605 - you would enter 436050000 

If you have a account no. with 6 digits such as 652300 - you would enter 652300000 

We have determined that entering zeros at the beginning of your roll number may hide the actual numbers that you enter after it, which causes your number to be rejected. Please don’t enter any zeroes at the beginning. Add them at the end to bring your roll number entry to 9 digits as shown above. Do not enter decimals either.

SSA Customers Please Note:

If you are connected to South St. Andrews (SSA) Wastewater and receive quarterly billings, please ensure Quarters 1, 2 & 3 are paid in full before the end of the calendar year in which they are due.

Failure to pay the outstanding balance will result in your balance being added to your tax roll. If this should happen, you will need to make payments to your tax roll to clear the balance in full and avoid penalty. Only payments for SSA added to tax can be made to the Tax Payee. All up to date SSA payments are to be made to the SSA Payee in your online banking. Have questions? Please contact 204-738-2264.

4.   AFTER HOURS

Drop off an envelope containing a cheque or money order together with the bottom portion of the utility bill in the dropbox located at the entrance to the Municipal Office at 500 Railway Avenue in Clandeboye. Do not leave cash.

PAYMENT METHODS

  • Cheque (payable to R.M. of St. Andrews) - can be postdated; be sure to include the bottom stub portion of your utility bill with the cheque and write your account number on it
  • Cash
  • Debit - check with your financial institution prior to attending our office to ensure your purchase limit is high enough for the amount you wish to pay as many debit cards have daily limits

We currently DO NOT accept credit card payment


How to Read Your Bill

Utility Billing will be calculated quarterly. The Public Utilities Board (PUB) has approved these initial interim wastewater rates for the South St. Andrews Wastewater Utility as set out in By-Law No. 4350. Wastewater readings are collected quarterly by the RM and a Utility bill will be calculated and delivered to the homeowner. Bill payments must be made by the last day of the month or penalties will apply. Late payment penalties are calculated at 1.25% and compounded monthly.  Utility bills in arrears by the end of the calendar year may be added to the property taxes. Wastewater bills will be sent out in January, April, July, and October.
