PUBLIC NOTICE

Additions to the Voters List and/or Personal Security Protection Requests

In accordance with Section 36 of The Municipal Councils and School Boards Election Act (MCSBEA), the R.M. of St. Andrews Voters List is open for changes or revisions.

Any person who is eligible to vote in municipal elections in the Local Authority of the R.M. of St. Andrews can have his or her name added to the Voters List, or have any information about the voter on the Voters List corrected.

Any person can request to have his or her name and address obscured from the Voters List.

A person whose name has been obscured will receive a Personal Security Certificate and identification number. In a civic election, that person may only vote by Sealed Envelope Ballot and cannot vote in person at the regular or advance voting places.

To implement the above, written request must be submitted to the Senior Election Official, in person, by e-mail, fax or mail to:

R.M. OF ST. ANDREWS WARD BOUNDARIES
 
WARD BOUNDARIES - WARDS 1 TO 6
 
The R.M. of St. Andrews is divided into Six Wards. There is a Mayor and 6 Councillors representing the entire municipality.

Below you will find a description of the boundaries for each ward. 
 
Ward 1:
South boundary is the R.M. of West St. Paul, East boundary is the Red River, West boundary is the CPR tracks, North boundary is the centre of McLennan Road.
 
Ward 2:
South boundary is the centre of McLennan Road, East boundary is the Red River, West boundary is the CPR tracks north to the north limit of River Lot 74, North boundary is the north limit of River Lot 74 east to the Red River.
 
Ward 3:
South boundary is the R.M. of West St. Paul, East boundary is the CPR tracks north to the north limit of River Lot 74 and then east to the Red River, West boundary is the centre line of PTH #8 and then the centre line of Provincial Road 230, North boundary is Fort Garry Road/PTH #67 (the north limit of River Lot 131)
 
Ward 4:
South boundary is the R.M. of West St. Paul, East boundary is the centre line of PTH #8 and then the centre line of Provincial Road #230, West boundary is the R.M. of Rockwood, North boundary is the centre line of Fort Garry Road/PTH #67 east until the west limit of Sec. 33-Twp. 13-Rge. 3E then north two miles and then east across the north limit of Sections 4 & 3 of Twp. 14, Rge. 3E to the boundary of the City of Selkirk.
 
Ward 5:
South boundary is the centre line of Fort Garry Road/PTH #67 east from the R.M. of Rockwood until the west limit of Sec. 33-Twp. 13-Rge. 3E, then north 2 miles, then east across the north limits of Sections 4 & 3 of Twp. 14-Rge. 3E to the boundary of the City of Selkirk, East boundary is the western and northern boundary of the City of Selkirk until the Red River and the north to the north limit of Sec. 16-Twp. 15-Rge. 2E, West boundary is the R.M. of Rockwood, North boundary is the centre line of Hall Road from Rockwood east to the River.
 
Ward 6:
All the part of the R.M. of St. Andrews lying north of Centre line of Hall Road.
 

Wherever possible, the boundaries follow commonly recognizable landmarks such as Provincial Trunk Highways or Roads, railway tracks, etc.
 
These wards all have populations that are estimated to fall within a range of 1,600 - 2,000 people. 
 
The Municipal Act acknowledges the importance of a "community or diversity of interests". In St. Andrews there are two primary and distinguishable communities of interest. Within the inner two miles of the river lot system, the population is characterized heavily by exurbanites who communicate to workplaces in neighbouring urban centers. Wards 1, 2 and 3 represent this population.  The balance of the municipality is still dominated to agricultural interests. Wards 4, 5 and 6 will represent this population.
